Fort Payne, Rainsville land grants

Grants from the U.S. Department of Housing and Urban Development will give sewer services to Rainsville residents and allow Fort Payne officials to replace 70-year-old water lines.

The $427,000 Rainsville grant will provide sewage services to 129 residents in the Woodridge Circle neighborhood. Poor drainage and rocky soils have caused nearly half of the private septic systems in the neighborhood to malfunction, according to city officials. The city will provide $127,000 for the project.

“It’s a project we’ve been working on for the last three years,” Rainsville Mayor Donnie Chandler said. “It happened to be a good year for this, and we got funding. It was just our turn, but it came at a good time.

“We’ve been wanting to put more homes on the sewer system. We have had a lot of problems there with septic tanks backing up on us up there.”

Chandler said the sewer expansion will also allow for future growth in city services.

“We will also be able to provide sewer services to the Field of Dreams sports complex,” Chandler said. “It will get the line out there where it will be accessible.”

Fort Payne, which is supplying additional support worth $150,000, will replace deteriorated water lines along Godfrey and Tyler avenues and Fifth Street with a $500,000 grant. The installation of larger, more durable lines will improve water services and fire protection for 334 residents and several schools and businesses. This is the second phase of an overall project to replace older and faulty lines within the water system.

“Community Development Block Grants enable small communities to undertake vital projects that local governments otherwise would be unable to afford,” Gov. Bob Riley said. “These grants will provide vital public services that most of us take for granted.”
